Confluence of: low property tax; too much regulatory deference toward dead-beat renters in Ireland's eviction laws; large # of buildings with deed defects; incredibly inefficient real estate lawyers; and overly conservative mortgage lenders. It's a wonder that more buildings aren't vacant.
It's evil and corruption being rewarded financially. The people who decide the rules are usually those who benefit from the rules as well. The system is rigged against the people.
